3M Primer 94 is the best Adhesion Promoter available. Helps adhesion of virutally any tape or adhesive to fiberglass, paint, polyethylene, ABS, glass, and even wood.
Easy to use:

Just wipe surface with a 50/50 blend of isopropyl alcohol/ water using a lint free cloth.
Apply Primer 94 (porous surfaces may require two coats with 5 minutes dry time between coats)
Wait 5 minutes
Apply tape or decal
Clean up excess primer immediately with alcohol
